A light diffusion reflecting plate which comprises a substrate, at least a ground coat layer being provided on the substrate and a top coat layer being in contact with the ground coat layer, characterized in that: said ground coat layer is a white coating film layer; said top coat layer containing a white pigment and two kinds of spherical particles; the content of the white pigment is 2-15 mass%; said two kinds of spherical particles consist of spherical particles (A) having an average particle diameter of 5-30 mum and spherical particles (B) having an average particle diameter of 15-45 mum; the difference between the average particle diameter of spherical particles (A) and the average particle diameter of spherical particles (B) is 10 mum or more; and spherical particles (A) and spherical particles (B) are contained in the top coat layer each in an amount of 5-17 mass%. Thus, a light diffusion reflecting plate having a high degree of whiteness, excellent light diffusion properties and excellent antiglare properties can be provided.
