The device has a throttle element (16) arranged rotatable over a rotational axis (D) in one of gas stream (G) made to flow through a gas guide section (12). The rotational axis of the throttle element is arranged parallel or vertical to a main flow axis (S) of the gas stream. The throttle element is delegated to the main flow axis of the gas stream placed in the gas guide portion. The gas guide section is formed by a pipe section. A projection (18) receives a part of the throttle element. The throttle element is actively driven to a rotational motion (R) by a drive unit. Independent claims are also included for the following: (1) a testing apparatus (2) a method for modification of effluent stream of a combustion engine.
