A method for transmitting downlink control information, a user equipment and a base station. The method comprises: receiving common downlink control information DCI from a base station, the common DCI being used for indicating a resource occupied by a first common message for a first type of user equipment UE and a resource occupied by a second common message for a second type of UE in physical downlink shared channel PDSCH resources; and detecting, according to the common DCI, the first common message in the resource occupied by the first common message or the second common message in the resource occupied by the second common message. In embodiments of the present invention, because the common DCI indicates two common messages for two types of UEs, when the base station transmits the two common messages indicated by the common DCI, each of the two types of UEs can detect a respective common message according to the common DCI, thereby improving transmission efficiency of the common message. |
