The present invention, relating to a power generating apparatus and method using repulsive forces of permanent magnets, maximizes the repulsive forces of the permanent magnets by installing rectangular permanent magnets (M) inclined on a rotating part (E) such that the N polarities of the permanent magnets face one another, approaching the permanent magnets to a distance with the optimal efficiency of the repulsive forces and preventing the discontinuation of the repulsive forces within a magnetic space caused by the installation of the permanent magnets wherein the rotating part is formed by coupling a switchgear fixing part (W), made up of semicircular bodies (S, S-1), to two circular bodies (D, D-1) transversely connected to each other.
