The present invention provides a guiding block prepared by performing compression molding of a body part of the lower portion and a surface layer part of the upper portion and coating the surface layer part with a top layer part with water permeability, heat shielding properties, and phosphorescent properties; or sequentially piling the body part, the surface layer part, and the top layer part and performing compression molding. The top layer part has heat shielding properties for preventing higher temperature, water permeability, phosphorescent properties, and anti-slide function.
