PROBLEM TO BE SOLVED: To provide a secondary battery discharge circuit or the like, which avoids the risk of device shutdown in refreshing a battery and ensures discharge matching the characteristics of a secondary battery is made possible. SOLUTION: A battery voltage of the secondary battery 3 is controlled by a step-up circuit 4 so as to become higher than an AC adaptor voltage on the AC adaptor 2 side, and made to be a DC input voltage via a diode 11 which performs switching so that the current flows from a higher voltage side.
