A manufacturing method of an environmentally friendly and elastic paving material of the present invention comprises: a step for manufacturing rubber chips by cutting and pulverizing a waste tire (S110); a steel removal step for removing steel generated when the rubber chips are manufactured (S120); a mixing step for spreading paint on the surfaces of the rubber chips by putting the rubber chips into a mixer and rotating the mixer (S130); a step for putting the rubber chips into a hopper (S140); a step for supplying a uniform amount of the rubber chips from the hopper to a transfer table (S150); a step for transferring the supplied rubber chips from a first position to a second position (S160); and a step for melting and removing dummies from the surfaces of the rubber chips by successively heating and drying the rubber chips transferred from the first position to the second position (S170). The present invention prevents the body of a person from being harmed by using natural paint, variously changes the shape or the color of the paving material, and improves a landscape because the paving material is composed of a material which is similar to the bark of an actual tree or a sculpture. Also, the present invention prevents the clothes of children from being wet or dirtied when the paving material is installed on a playground by rapidly draining water and drying the clothes even after rain. Also, the present invention improves moisturizing effects and sanitary effects by preventing germs from being propagated.
