In the present invention, a sub-facility monitoring and control unit is installed on a site control panel for recognizing data from sub-facilities of different kinds and different formats through automatic scanning in case of new installation or replacement of a sub-facility. Furthermore, in case of power failures, communication failures, or thunderbolt accidents, data in various facilities, failures, and failure causes are automatically scanned and recognized. Using a lot of scan protocols in the scan protocol pool of a memory unit in order, data is scanned by trying access one by one. Also, through conversion into a standard protocol, reporting to different higher-level institutions is available.
