The present invention relates to a biodegradable resin composition including polylactic acid and a manufacturing method thereof and, more specifically, to a film which has excellent flexibility is prevented from being torn by adding a plasticizer and a molecular weight controller to the composition. A biodegradable film of the present invention manufactured by using the biodegradable composition has excellent tearing strength (kgf/cm), elongation (%), and heat fusion strength (kgf/cm) compared to those of a resin film manufactured by using a conventional biodegradable resin, thereby improving use efficiency which has been insufficient due to low physical properties and improving environment by being completely decomposed in a natural state.
