A cathodic protection management device comprises a portable multimeter measuring a voltage value of a protected object; a mobile device receiving data from the portable multimeter and transmitting the data to a server; and the server storing and analyzing the measured value transmitted from the mobile device. A method of detecting a voltage and CIPS of the cathodic protection management device comprises a step of receiving basic data of a detected object from the server by the mobile device; a step of selecting the detected object by the mobile device; a step of detecting a voltage or a CIPS of the selected object by the portable multimeter; and a step of receiving and storing the measured voltage or the CIPS transmitted from the portable multimeter and transmitting the detected voltage or the measured CIPS to the server by the mobile terminal. The cathodic protection management device and the method of detecting the voltage and CIPS thereof easily obtain an inspected voltage value of a rectifier through the mobile device, prevent errors generated in inspection and reporting results by storing and transmitting the data measured in a field, improve the reliability of the data, and reduce inspection workers, time, and costs by facilitating measuring, checking, tracking tasks.
