PROBLEM TO BE SOLVED: To allow data to be received without increasing a communication facility even if the data transmission amount has increased.SOLUTION: A monitoring device comprises: a group formation unit 21 which obtains data by a monitoring object group unit, and if a load value determined based on the obtained data has become at or above a threshold value and it has been determined to be an overload state, divides a monitoring object group of a data transmission source so that the load values are nearly equal, to form a new monitoring object group; an identification information determination unit 22 which allocates identification information to identify difference in the number of divisions by the group formation unit 21 to the monitoring object group and makes identification information use a larger value when the number of divisions are larger than when the number of divisions is smaller; and a request command output unit 23 which outputs a request command to make each monitoring object group transmit data in sequence from a monitoring object group allocated identification information with a smaller number, and at transmission timing which is provided with time difference.
