An electrostatic application apparatus (100) is provided with: a cylindrical electrode (1) for forming a first flow channel (F1) in which an inner surface is formed by an electroconductive wall; an opposing electrode (20) disposed so as to block an extended line of the axis of the first flow channel (F1); a power source (30) for applying voltage between the cylindrical electrode (1) and the opposing electrode (20); and a liquid supply part (40) for supplying liquid to the first flow channel (F1). The inside diameter (D1) of the first flow channel (F1) is 0.5-2.0 mm, and the length (L1) of the first flow channel (F1) is 20-100 mm, and (L1/D1) is at least 35, where (L1) is the length of the first flow channel (F1) in the axial direction, and (D1) is the inside diameter of the first flow channel (F1). |
