PROBLEM TO BE SOLVED: To provide a method and device for inactivating a harmful substance in a noncontact manner.SOLUTION: A method for inactivating a harmful substance includes processes of: installing a discharge electrode (12) and an opposite electrode (3) facing the discharge electrode (12), and arranging water (2) containing a harmful substance on the opposite electrode (3) side; and generating positive or negative ions in the air by aerial discharge to radiate the positive or negative ions to the water (2) containing the harmful substance. In the method, the positive or negative ion flow generated in the discharge electrode (12) reaches the water (2), whereby ions or compound ions derived from the aerial discharge are generated in the water (2), and the ions or compound ions act on the harmful substance. |
