When a registration request is received from the equipment, a registration processing section determines whether the equipment type of the equipment is registered in the equipment type storage unit and performs registration to the equipment type storage unit. When a management request of equipment that is not registered in the equipment type storage unit is received from an actuator, a management processing section transmits in an unchanged state the management items included in the management request to the relevant equipment.
