The method comprises: a user equipment (UE) receiving channel state information reference signal (CSI-RS) resource management set configuration information sent through radio resource control (RRC) signaling by a base station; the UE demodulating the RRC signaling to obtain the CSI-RS resource management set configuration information, and measuring CSI-RS reference signal reception quality (RSRQ) according to a CSI-RS antenna port number, a subframe configuration of each CSI-RS resource, and a CSI-RS resource configuration indicated in the CSI-RS resource management set configuration information. Through the technical solutions, the embodiments of the present invention can improve the measurement accuracy of the CSI-RS RSRQ of each downlink transmission point, the implementation complexity is low, and the system spectrum efficiency is also improved indirectly.</p>
