PROBLEM TO BE SOLVED: To modify electric arc furnace-reducing slag at low cost and in a simple manner.SOLUTION: In a method for modifying electric arc furnace-reducing slag produced in a steel-making process of continuously casting molten steel through an oxidizing refinement using an electric furnace and a reduction-refining using a refining furnace, electric arc furnace-reducing slag remaining in a ladle after having tapped the molten steel in the continuous casting is recovered, the recovered electric arc furnace-reducing slag is input to iron scrap melting in the electric furnace in a melting period of the iron scrap and/or to molten material in the electric furnace in an oxidizing refinement period, the electric arc furnace-reducing slag is melt-mixed into the melting iron scrap and/or the molten material, the electric arc furnace-reducing slag is thereby modified to electric arc furnace-oxidizing slag in the electric furnace in the melting period of the iron scrap and/or in the oxidizing refinement period, and then the electric arc furnace-oxidizing slag is received from the electric furnace.
