The present invention enables a sound signal device for a blind person installed in a pedestrian light pole of a crosswalk or a crossroad to start an operation by receiving a drive signal from a blind person guide device or smart phone provided with a GPS module when a blind person reaches a specified traffic light controller or sound signal device while moving along the path set in the guide device and smart phone.
