Provided are a timing advance group reconfiguration method and device. The method comprises: through a random access response (RAR) message about a random access procedure, a base station notifying user equipment (UE) that the random access procedure is being used for conducting uplink synchronization detection on a sub-serving cell (SCell) of the UE; and after reconfiguring the SCell of the UE to a new TAG, the base station sending to the UE a TAC MAC CE, so that the UE determines a TA value used when the UE sends an uplink signal over the SCell according to the random access response message and/or the TAC MAC CE. The method and device in the embodiments of the present invention ensure that UE performs correct processing after receiving a random access response (RAR) sent by a base station, thereby avoiding the problem of non-synchronization when uplink signals are sent.
