PROBLEM TO BE SOLVED: To provide a urethane-based primer composition with good storage stability, as well as capable of improving hot water-resistant adhesiveness to a hardly adhesive coating surface.SOLUTION: A urethane-based primer composition includes an adduct compound in which N-phenyl-3-aminopropyltrimethoxysilane is adducted to one of three functional groups in one molecule of biuret form of hexamethylene diisocyanate. The composition has good storage stability and hot water-resistant adhesiveness to a hardly adhesive coating surface.
