PROBLEM TO BE SOLVED: To at least reduce a problem of the occurring of packet loss if a radio channel state is suddenly worsened in a communication system in which radio resources are allocated to periodically generated data.SOLUTION: A base station allocating radio resources to a user device at an allocation period determined based on a quality value indicating the radio channel state of the user device comprises: a storage unit which has stored correspondence relation of the quality value, the radio resource allocation period, usable radio resources, and a determination condition to determine whether the radio channel state is deteriorated or not regarding each of a plurality of indices; a determination unit which determines an index and a determination condition by using the correspondence relation, and if deterioration of the radio channel state is detected when the determination condition has been used, determines that another index corresponding to a worse quality value is used, instead of the index; and a scheduling unit which periodically allocates the radio resources according to the other index. |
