The present invention relates to an OsTCP6 promoter gene for the specific expression of target protein in the vascular meristem of young Oryzasativa, specifically, in vascular tissue of roots and stems, a expression vector including the gene, a transformant transformed into the expression vector, a method for manufacturing the transformant, and a method for inducing target protein using the same. The transformant manufactured using the promoter and recombinant vector including the same according to the present invention can be specifically generated in the vascular meristem of young Oryzasativa. Therefore, the present invention can be used for producing a specific material, dormancy, sprouting, and growth control.
