PURPOSE: An active absorption member, a manufacturing method thereof and a water-treatment device and method using the same are provided to preserve water quality and prevent eutrophication and to recycle and use active loess used for active absorption member as a general fertilizer. CONSTITUTION: In an active absorption member, active ion is dipped in carrier and the active absorption member absorbs total phosphorous included in raw water. The active absorption member is active loess in which the active ion is dipped in raw loess or active alumina in which active ion is dipped in alumina. The active ion comprises one or more selected from a group consisting of calcium ion, aluminum ion, iron ion, zinc ion, and magnesium ion. A manufacturing method of active absorption member comprises the following steps: forming loess solution by mixing calcium chloride solution and hydrochloric acid solution with the raw loess; forming pellets by applying pressure on the loess solution; and forming the active loess by heating the pellet at 350-450 deg. Celsius for 1-3 hours.
