<P>PROBLEM TO BE SOLVED: To provide a regeneration technique of a submerged plant community, for improving the efficiency of regeneration of submerged plants. <P>SOLUTION: A method for regenerating submerged plants includes setting a planting base where submerged plants are cultivated, on a water bottom in a regenerative area 300, making a grass height of the cultivated submerged plants extend to a length just below a water surface, for instance, in the case of setting the grass in a water bottom in the regenerative area 300, and after setting, letting roots spread around the planting base 10 to take root, pulling up the set planting base 10 when the submerged plants take root around the planting base 10 or the grass height extends to a prescribed length, and again sinking and setting the pulled planting base 10 in a nonregenerative place of submerged plants.
