PROBLEM TO BE SOLVED: To provide a resin-filled carrier for electrophotographic developer, which has high charging build-up performance and has a high breakdown voltage and also has a high particle breaking strength while maintaining advantages of the resin-filled carrier, and an electrophotographic developer using the resin-filled carrier. SOLUTION: The resin-filled carrier for electrophotographic developer has Fe and O as main components and contains Mg and/or Sr and is obtained by filling a porous ferrite core material with a resin, and a peak intensity ratio of (FeO)(MnO) to Fe<SB>2</SB>MnO<SB>4</SB>at 36°≤θ≤46° is 5 to 150 in a powder X-ray diffraction spectrum of the porous ferrite core material.
