PROBLEM TO BE SOLVED: To provide a waste paper disposal method of efficiently carrying out biochemical treatment of only waste paper as an object material to be treated. SOLUTION: A constant electric potential set device 12 equipped with a work electrode 9, a counter electrode 10, and a reference electrode 11 is installed in a treatment tank 7 containing a methane fermentation solution 4 and having a closed structure and waste paper is added to the methane fermentation solution and propagation of microorganism is promoted by controlling the potential of the work electrode to be proper potential to cause reduction reaction without electrolysis of water using the reference electrode and thus only waste paper is decomposed efficiently.
