PROBLEM TO BE SOLVED: To provide a moving object tracking device, a tracking method and a computer program, for precisely tracking a moving destination of a moving object without needing much calculation, even when sunshine changes, a sunny place and a shadow area are included, contract is reduced, and moving objects partially overlap in a captured image. SOLUTION: A vehicle tracking device 1 extracts a positive sample including a vehicle from the t-th image, extracts a plurality of pixel pairs from the positive sample, extracts a plurality of negative samples from the periphery of the positive sample, extracts each of the plurality of pixel pairs from each negative sample, and obtains the pixel pairs, in which the accuracy of determination between the positive samples and the negative samples is high, as pair features based on the size relation of the luminance values of the pixel pairs. The vehicle tracking device 1 extracts a plurality of image regions as moving destination candidates from the (t+1)-th image, and determines the moving destination candidate, in which the size relation of the pixel pairs extracted from the moving destination candidates is the most similar to the pair features of the positive samples, as the moving destination of the moving object.
