A propulsion device for a ship and a ship having the same are disclosed. The propulsion device for a ship according to an embodiment of the present invention comprises: a rear propeller fixed to a rotary shaft; a front propeller which is supported to the rotary shaft in front of the rear propeller to be rotated; and a counter rotating device which is installed in the rear end of a hull and reverses the rotation of the rotary shaft to transfer the reversed rotation to the front propeller. The counter rotating device comprises: a drive bevel gear rotated with the rotary shaft; a driven bevel gear which is supported around the rotary shaft to be rotated; one or more reverse bevel gears which reverse the rotation of the drive bevel gear and transfer the reversed rotation to the driven bevel gear; a front connecting device which connects the rotary shaft and the drive bevel gear to each other; and a rear connecting device which connects the driven bevel gear and the hub of the front propeller to each other. One or more of the front and rear connecting devices comprise a spline connecting part which allows axial displacement.
