PURPOSE: An active buffer control method capable of flexibly responding to stream changes, a device thereof, a method for changing a regenerator, and a device thereof are provided to actively control a buffer according to a network environment to reduce a transit delay. CONSTITUTION: A packet receiving part (210) receives data packet of the contents transmitted through the streaming method. A transmit delay value measuring unit (220) measures the transmit delay value of packets received in the packet receiving part. A comparison judgment part (230) determines whether the transmit delay value measured in the transmit delay value measuring unit is over the fixed threshold value or not. A buffer length controlling unit (240) controls the buffer length based on the determination of the comparison judgment part. A threshold value reset part (250) resets a threshold value between the measured transmit delay value and the fixed threshold value.
