A propulsion device for a ship and a ship having the same are disclosed. The propulsion device for a ship according to an embodiment of the present invention comprises: a rear propeller fixed to a rotary shaft; a front propeller which is supported to the rotary shaft in front of the rear propeller to be rotated; a counter rotating device having a gear box which receives multiple gears for reversing the rotation of the rotary shaft to transfer the reversed rotation to the front propeller and reversing the front propeller therein and is received in an installation space formed in the rear end of a hull; and an opening and closing unit which has one or more penetration paths penetrating from the outside of the rear end of the hull to the inner side of the gear box to observe the state of one or more gears among the gears and opens and closes the inlet of the penetration paths.
