The present invention relates to a breakwater structure having a shoulder block and a tetrapod functioning as artificial reefs and a construction method using the same to protect the riprap protection of a breakwater from waves, prevents wave from overtopping, and prevents damage to the rear side by installing a tetrapod on the slope of a breakwater and a shoulder block on a floor part to take and break the wave pressures from the front side. The present invention comprises a body (100) with an opening (120) at the center to be opened in all directions; a leg (110) with a bending part (110a) extended from the body (100) in all directions to enable the fishes and shellfishes to live on the body in the longitudinal direction; and a wide shading film (140) at the tip end of the bending part (110a) to function as a shelter for the fishes and shellfishes.
