The device has a casing in which an elliptic pinion (1) allows transformation of translatory movement into rotation movement with variable torque. The pinion exhibits two primitive radii having a specific ratio, and teeth are placed so as to receive cylindrical axes of a toothed rack (2). The toothed rack is hollow in its central part and equipped with a set of axes (3). A central sleeve is cut with grooved teeth for receiving the elliptic pinion. End stoppers (5) are provided towards grooves of the sleeve.
