PROBLEM TO BE SOLVED: To provide a nitrogen-containing carbon alloy which exhibits high oxidation-reduction activity or has a large number of reactive electrons.SOLUTION: A method for producing a nitrogen-containing carbon alloy includes a step of firing a precursor containing a nitrogen-containing organic compound, an inorganic metal salt containing Fe, Co, Ni, Mn, and Cr, and a &bgr;-diketone metal complex. The nitrogen-containing organic compound is a compound represented by formula 1, its tautomer, or a salt or hydrate thereof.
