PURPOSE: An apparatus and a method for manufacturing an aerogel binding material with a liquid or a jelly form, and the aerogel binding material are provided to ensure easy secondary processing, to enlarge application range of the aerogel. CONSTITUTION: An apparatus(1) for manufacturing an aerogel binding material comprises: a mixing tank(10), one or more air spray nozzles(20), and one or more aerogel binding devices(30). The mixing tank is a cylindrical form. The air spray nozzles are mounted in the mixing tank and sprays high pressure air. The aerogel binding materials are mounted to allow the high pressure air through the inside of the mixing tank. The aerogel binding materials are generated by binding powder aerogel, one or more materials, and liquid. The liquid is water.
