PROBLEM TO BE SOLVED: To provide a game control device, etc. capable of sustaining a user's interest in a game for a long period of time.SOLUTION: A game control device is communicably connected to a user terminal and includes: a location acquisition that acquires terminal location information indicating the location of the user terminal in the actual world; a determination unit that determines whether the user terminal is present in a prescribed area on the basis of the acquired terminal location information; an item impartiing unit that imparts an item to the user terminal while the user is not aware of the item, in cases when the determination unit determines that the user terminal is present in the prescribed area; and a restriction unit that restricts the time period in which the user can become aware of the item imparted to the user terminal by the item imparting unit, to untill the determination unit determines that the user terminal is not present in the prescribed area.
