PROBLEM TO BE SOLVED: To facilitate user's use of services by presenting an item so that both of securement of reliability and keeping of being interesting can be satisfied for the user.SOLUTION: A browsing information storing unit stores browsing identification information that is information identifying an item that is associated with a key condition. An association degree calculating unit calculates an association degree for each of items and forms an association item candidate set. A browsing ratio total value calculating unit calculates, for each of the items, a browsing ratio total value indicating how much the item has been browsed, based on the browsing identification information. A display order determination unit calculates, for each of the items, a priority so that a priority degree increases as an association degree increases and a priority degree decreases as a browsing rate total value increases, using the association degree and the browsing rate total value, and determines a display order of item information according to the priority.
