PROBLEM TO BE SOLVED: To provide an insolubilization material and insolubilization method in which even for soil in which an amount of elution of a harmful substance of hexavalent chromium or the like is extremely a lot (for instance, an amount of elution of hexavalent chromium is at least 0.7 mg/L), the harmful substance can be effectively insolubilized, and that can perform insolubilization treatment at an original position.SOLUTION: An insolubilization material that can insolubilize a harmful substance is made to contain magnesium oxide and blast furnace slag powder. A content ratio of the blast furnace slag powder in the insolubilization material is 5-900 pts.mass based on 100 pts.mass of the magnesium oxide, and a proportion of citric acid-soluble magnesium (C-MgO) is at least 85 mass% based on mass of the total oxidation magnesium included in the insolubilization material. |
