PROBLEM TO BE SOLVED: To prevent deterioration in prediction efficiency due to a decrease in a high-frequency component of a reference image.SOLUTION: A moving image encoding device comprises: an encoding control unit 113 which obtains loop filter information which is control information required when a local decoding image signal is filtered; a loop filter processing unit 107 which obtains a reproduction image signal by filtering the local decoding image signal on the basis of the loop filter information; an interpolation filter processing unit 110 which calculates a pixel value of a decimal pixel shifted by 1/4 pixel from an integer pixel of an image represented by the reproduction image signal in a horizontal or vertical direction using only the integer pixel and obtains a reference image including the integer pixel and the decimal pixel; a predictive image generation unit 111 which performs motion compensation prediction for the reference image to generate a predictive image signal; a conversion unit 102 which converts a residual signal indicating a difference between an input image signal and the predictive image signal to obtain conversion coefficient information; a quantization unit 103 which quantizes the conversion coefficient information to obtain quantization conversion coefficient information; and an encoding unit 112 which encodes the quantization conversion coefficient information and the loop filter information. |
