PROBLEM TO BE SOLVED: To provide a moving image decoding technique capable of improving encoding efficiency by improving prediction efficiency even when an error occurs in a pixel inside a block which is not a block boundary.SOLUTION: A filter parameter decoding unit 204 acquires a flag indicating that a filter parameter and a block code string are multiplexed in block units and acquires an acquisition flag indicating whether to acquire a filter parameter of the block to be decoded from an adjacent decoded block from a code string stream. When the acquisition flag indicates that the filter parameter is not acquired from the adjacent decoded block, the filter parameter decoding unit acquires the filter parameter of the block to be decoded from the code string stream. A CTB decoding unit 202 decodes the block code string to acquire decoded image data of the block to be decoded. A loop filter 203 filters the decoded image data on the basis of the filter parameter.
