When the particle surface of the lithium composite compound particle powder is analyzed by a flight time secondary ion mass spectroscope, the cation strength ratio (LiF/LiO) is 1.0-100, and the strength ratio (A/TM) of the ion of transition metal element and ion of a metal element (A) of a surface treatment component is 1.0-1000.
