An electronic book transmission unit 44 transmits a file of an electronic book that is predicted to be highly likely to be purchased and does not receive a transmission request to the user terminal 14, in such a state that browsing of at least a part of the content of the electronic book is limited before purchase of the electronic book, and browsing of at least a part of the electronic book is allowed after the purchase of the electronic book.
