The present invention comprises: a drying bath which first-dries sewage sludge injected inside by supplied high temperature heat, equipped with a sludge inlet on the top end in which sewage sludge is injected, and an outlet through which the dried sewage sludge is discharged; a sludge induction crusher installed in the sludge inlet side, and injecting the sewage sludge to the drying bath while crushing and mixing the sewage sludge; multiple reciprocation plates installed at an angle downward while crossing one another separately in the height direction on the inner wall of the drying bath, which moves the sewage sludge transferred from the upper reciprocation plate to the lower reciprocation plate, and moving repeatedly in advance or retreat direction by reciprocation operating means; a sludge discharge crusher installed in the sludge outlet side, crushing and mixing the sewage sludge discharged through the outlet; a drying chamber second-drying the induced first-dried sewage sludge by the supplied high temperature heat, and equipped with a gas outlet through which the gas and steam generated while drying the sewage sludge are discharged; and a transfer drying device equipped in the drying chamber, comprising a transfer conveyor which moves and dries the sewage sludge discharged through the sludge outlet, and multiple transfer screws installed in the upper part of the transfer conveyor, and mixing the sewage sludge moving along the transfer conveyor.
