Cement for rubber and tire fabrication

A cement composition for rubber or tire fabrication is disclosed. The cement composition comprises 100 parts by weight of an elastomer and from 500 to 4000 parts by weight, per 100 parts by weight of elastomer (phr), of an organic solvent having a vapor pressure of less than 0.01 kPa at 20°C. 8. Also, a tire comprising a component comprising such cement and a method of making or retreading a pneumatic tire using such cement is described.
