PURPOSE: An image compression system for detecting a license plate and a method thereof are provided to minimize the loss of a license plate area which is an interest area in images of a vehicle by compressing the license plate area including important information with a method which is different from other areas. CONSTITUTION: A license plate area extraction unit (100) extracts a license plate area from images of a vehicle including the license plate area. A license plate area information prediction unit (200) predicts information of the extracted license plate area. A license plate area compression unit (300) compresses the predicted information of the license plate area, the predicted license plate area, and a residual signal with information of a real license plate area. A non license plate area compression unit (400) compresses a non license plate area of the images of the vehicle.
