The present invention relates to a traffic regulation system for cracking down bumper-to-bumper violation, stop-line violation, and illegal U-turn and a controlling method thereof. Specifically, the present invention relates to a regulation system which can determine the point of time of bumper-to-bumper violation, stop-line violation, and illegal U-turn using the color of recorded traffic lights and obtain the information about violating vehicles and a controlling method thereof. A regulation system given in the example of the present invention includes multiple cameras which records traffic lights and a plurality of vehicles; a control unit which determines the point of time of the violation using the color of the recorded traffic lights, determines a first vehicle corresponding to the violation among the multiple recorded vehicles using the point of time of the violation, and extracts the information of the first vehicle; and a wireless communication unit which sends the vehicle information to external institutions according to the control by the control unit.
