The present invention is provided to arrange each segment in which two center pipe passages and two end pipe passages are formed in a longitudinal direction adjacent to each other in row order. A strand is inserted, tensed up, and mounted into, as a unit, longitudinal segments in four rows. Only one strand is mounted on each segment and thus the segments are mounted and fixed. The rest of three strands passed through a pipe passage and then the segment which is located in other row is sequentially mounted and fixed in the above manner. Therefore, a segment base reaction wall through which four strands pass is formed, and the segments in other row are easily and sequentially mounted and fixed by the rest of three strands based on the base reaction wall which is structurally stabilized. The segment base reaction wall is formed and the fixation and mount are sequentially performed by the above repetitive process along with digging, such that the segments are efficiently and economically assembled.
