A device for controlling an engine when detecting a driver without fastening a seatbelt according to the present invention prevents big accidents by detecting a driver on a vehicle; detecting if the driver fastens a seatbelt; controlling the star-up of an engine until the driver fastens the seatbelt using a fastening condition detection part which considers the unfastened driver as being unprotected to drive; and enabling the driver to star up the engine after fastening the seatbelt.
