The present invention relates to a reforming apparatus which performs the reformation by applying steam to natural gas. The reforming apparatus comprises the following: a steam reformer (22) producing processing gas containing H2 and CO from natural gas; a pressure absorber (30) installed on the downstream of the steam reformer (22), and reducing the H2/CO rate of the processing gas; a CO2 removal unit (24) installed on the downstream of the pressure absorber (30), and removing CO2 flowing into a post process; and a reverse water gas shift reactor (40) generating CO by receiving the CO2 from a H2 removal unit and the CO2 removal unit (24) of the pressure absorber, controlling the H2/CO rate and the discharge of CO2, and generating and discharging water. The reforming apparatus optimizes the utilization of the space for installing a chemical plant on the upper side of FPSO, and reduces the power consumption.
