The present invention relates to a system and a method for producing biomethane and recovering carbon dioxide which separate and recover main components, i.e., methane and carbon dioxide from biogas generated from various organic waste, and, in particular, to a system and a method for producing biomethane and recovering carbon dioxide which comprise a temperature-controlling step for heating biogas to adjust to a proper incoming temperature for the membrane separation of the biogas in the process of separating and recovering the main components, i.e., methane and carbon dioxide; particularly reduce energy consumption by supplying, to a temperature control part, methane generated in the process of liquefying and recovering carbon dioxide to be recycled as a heat source for combustion; and also reduce the energy consumption of a desulfuration part and the temperature control part by also transferring, to the desulfuration part and/or the temperature control part, heat generated in the process of raising the pressure of biogas for membrane separation to an incoming pressure to be used as a process heat source.
