The present invention relates to an anchor pre-tensioner for a vehicle seat belt for preventing webbing of the seat belt from being caught in the abdomen of a passenger in a collision. For this, the present invention comprises first and second wires (110, 120) to be separately connected to the bottom of the webbing of a seat belt; a drive cylinder (130) with a piston (132) joined to each one end of the first and second wires; a gas generator (160) to supply gas pressure for moving the piston forward to the drive cylinder; a first roller (140) to support the first wire to be moved in the sloped direction of the bottom surface of a vehicle when the piston moves forward; and a second roller (150) to support the second wire to be moved downward when the piston moves forward. The anchor pre-tensioner for a vehicle seat belt pulls the webbing of the seat belt in the moving direction of the first wire and in the vertical direction to the moving direction at the same time when the piston moves forward in the collision of the vehicle.
