Disclosed is a vehicle detecting system and method using a vehicle shadow region detection by a pan tilt zoom (PTZ) camera. The vehicle detecting system comprises a PTZ camera which photographs and sends each of the stop images by performing a predetermined preset motion to generate multiple viewpoints; an image analysis server which receives the stop image from the PTZ camera, detects shadows of the vehicle in the received stop image to determine whether or not there is a vehicle and the location thereof, recognizes the corresponding vehicle number and sends the corresponding stop image; a database (DB) server which receives the stop image from the image analysis server and stores the stop image; a file transfer protocol (FTP) server which sends the stop image stored in the DB server via a FTP communication; and a monitoring terminal which receives the stop image from the FTP server and displays the stop image so that a user can monitor the vehicle detecting results. According to the vehicle detecting system and method using vehicle shadow region detection by a PTZ camera, vehicle shadow region is extracted from a stop image, and vehicle location is determined based on the extracted shadow region, thereby solving a light sensitivity problem which is mainly generated in a stop image photographed by a single rotation-type PTZ camera. Furthermore, there is the effect of eliminating a network transmission delay problem which is generated depending on the resolution.
